To make a gamepass, visit:
https://create.roblox.com/dashboard/creations
Then select an experience and in the Monetization tab, click on Passes > Create A Pass.
Once creeated, click on it to edit it and click on Sales. Enable Item for Sale, set the price and click Save Changes.
